A Bensalem police detective was running an undercover computer program trying to identify devices within the county that were using the BitTorrent Peer2Peer (P2P) file-sharing protocol to download and share child porn, when he connected with a device at 749 Butler Ave., in New Britain on June 20, according to a criminal complaint filed within the Bucks County DA's office.
Dozens of files were downloaded by the device, including videos of children as young as 6 years old engaged in sexual acts, the criminal complaint says.
On June 26, Comcast confirmed the address of the IP address was at an automotive repair shop called Rissi Automotive, where Timothy Kane, 44, worked as a mechanic.
Records on the PSP's Megan's Law website show Kane has addresses in Doylestown, Plymouth Meeting, and New Britain. In 2011, he was convicted of possession of child pornography; aiding and abetting.
A search warrant was executed at Rissi Automotive on Friday, Sept. 27, where Kane was the only employee at the business and had opened up shop that morning, the criminal complaint said. An HP laptop found in the back office and used by mechanics had child porn files, the complaint says.
Two USB drives were found inside Kane’s toolbox. Kane admitted multiple times to detectives that he uses the HP laptop to download child porn using the BitTorrent network, unbeknownst to his coworkers and employer, police said.
Kane also said he copies the child pornography that he downloads from the computer onto the USBs in the toolbox. When he’s the only one in the shop in the morning or late at night, he used the laptop to view the child porn that he downloaded, the complaint said.
Kane also said he uses the business’ computer because he can’t use his phone to access child porn as it’s monitored as a condition of his probation.
Kane was charged with sexual abuse of children/dissemination (second offense), sexual abuse/possession of child pornography (second offense), and criminal use of a communication facility.
